Job Description

We are currently seeking a mid- to senior-level manager with consulting experience in exercise management. 

This individual will be responsible for leading a large-scale exercise and training engagement for a US Department of Homeland Security client. Candidates must have a minimum of 7 years of work experience in exercise management, project management, or related experience; experience with the Homeland Security Exercise and Evaluation Program (HSEEP) doctrine; and experience managing multiple exercise and training project teams for homeland security clients.

At a more general level, candidates should also possess the skills and experience required across Eagle Hill’s core service lines and client portfolio, which include strategic planning, organizational transformation, human capital transformation, process improvement, program management, and change management. At Eagle Hill, Managers are responsible for leading activities such as data collection and analysis, stakeholder analysis, strategy formulation, organizational assessments and design, communication planning and execution, and training design and development. They will be expected to work closely with clients to develop a deep understanding of business issues, create strategies for change, secure clients’ buy-in to strategic solutions, and work alongside clients to implement solutions. They will also be expected to mentor and coach junior team members.

Job Requirements

Qualified Candidates will possess the following:

  • A Bachelor’s degree
  • A minimum of 7 years of work experience in exercise management, project management, or related experience
  • Experience managing multiple exercise and training project teams for homeland security clients
  • Experience leading multiple teams in the planning and development of exercises, including developing goals, objectives and scenarios; planning logistics; and creating related documents and deliverables
  • Experience with the Homeland Security Exercise and Evaluation Program (HSEEP) doctrine
  • NIMS Certification and/or FEMA Professional Development Series qualification highly preferred
  • A minimum of 2 years’ management consulting experience in business strategy, organizational design, process reengineering, and/or change management is highly preferred; experience from top-tier consulting firms highly preferred
  • Comprehensive project management experience, including managing the project plans and budgets of multiple exercises, identifying appropriate project staff, assigning roles and responsibilities, and ensuring the project budget is sufficient to meet the required scope
  • Experience developing detailed work plans, specifically the ability to capture the collective activities of all stakeholder groups
  • Strong problem solving and analytical skills
  • Excellent oral and written communication skills
  • Ability to manage, prioritize, and multi-task on multiple projects
  • Ability to work independently, as well as be a team player
  • Attention to detail with strong organizational skills
  • Ability to be flexible to and adapt to the dynamic nature of consulting engagements
  • Entrepreneurial spirit and ability to be resourceful and take initiative
  • Eligibility to obtain a Level 5 Public Trust

Position is located in the Washington, DC metropolitan area.  Applicants must be willing and able to work at our Crystal City office and at client sites throughout this region.  Eagle Hill does not cover the cost of relocation. Occasional travel may be required based on business needs.
